"Oppai" is a Japanese word which means big breast. The plot of the movie is funny: some boy students in a volleyball club endeavored to practice their volleyball skills, on condition that their woman teacher would show them her breast if they win the coming volleyball match (because the teacher promised in advance that she would do everything the boys asked if they tried their best to win the match).
The name "Oppai Volleyball" is right for the movie plot, but do not put it the wrong way that this is an R movie, no, absolutely not. This movie is actually an inspirational one, nothing dirty. The movie mixes the grow-up's of the woman teacher and the boys, including the lady's choice to be a teacher and the boys' considerations about their future. A regular Japanese inspirational movie.
Well, someone (in Eastern Asia) may regard it as rude/dirty to take the motivation of watching woman's breasts, but I think it is understandable, especially for some boys teenagers. Anyway, it is natural for boys to explore something secret -- only if they do not commit something stupid. And, the audience will know that sex is really a great motivation for boys -- just have a watch on how hard they practiced!
