Hail the Judge/九品芝麻官

Being different from Stephen Chow's other courtroom drama "Justice, My Foot!", Bao Longxing the leading male role in this movie was clearly wanted to be a corrupted official and enjoy special gray income from corruption. However, the conflicts inside the bureaucracy made him find out that one needs certificate to be corrupted in the bureaucracy; the officials without corruption-certificate, like normal civilians, all belong to the group to be bullied.

After the turning point of "Tips to be a Good Official" being burned, Bao Longxing formally entered the group of civilians, and learned a series of scheming skill, combining the strengths of the legal ways and illegal ways, to blackmail the emperor, to defeat the corrupted officials, to wash the civilians' grievance and to make himself proud.

与周星驰另一部法庭戏电影《审死官》不同，本片中的主角包龙星一开始是清清楚楚希望进入贪腐的序列，享受专属于官府的灰色收入，但在官府的倾轧中却不得不发现：贪赃枉法也是要有资质的，没有资质的官员其实和平民一样，都属于被欺辱的对象。

以清官秘笈被烧掉作为转折点，男主角包龙星正式踏入平民序列，在市井中学到了一套咸湿的奸人本领，结合了庙堂与江湖的长处，并以此要挟皇帝，狠斗贪官，洗刷了平民的冤情，自己也终于扬眉吐气。
